Invitation of foreign clergymen to Belarus for the purpose of engaging in religious activities should be coordinated with the Commissioner for Religious and Ethnic Affairs. The Council of Ministers issued Resolution No123 to approve the regulations on invitating foreign citizens and stateless persons to the Republic of Belarus for the purpose of engaging in religious activities.

Deputy Commissioner for Religious and Ethnic Affairs Vladimir Lameko told that the document sets out the rules of inviting foreign citizens and stateless persons to the Republic of Belarus by religious organisations for the purpose of engaging in religious activities and also their transfer from one religious organisation to another.

Religious organisations need to get agreement by the Commissioner for Religious and Ethnic Affairs to invite foreign citizens to Belarus for the purpose of engaging in religious activities for not more than one year. The term can be prolonged or reduced, he said.

At least a month before the arrival of a foreign clergyman a religious organisation needs to send a written request in two copies to the Commissioner Office to agree the invitation, Vladimir Lameko said.

The final decision on the period during which a foreign citizen can engage in religious activities in Belarus is taken by the Commissioner.

A foreign citizen invited to Belarus for religious purposes cannot engage in religious activities in the population centres which are not part of the domain of a religious organisation which he has been invited to work for.
